agriculture, industry and power generation etc. water is unique and vital resource for
which there is no substitute. It ignores political boundaries, fluctuates in both space and
time and has multiple and conflicting demands on its use. Water is unlike other scarce
resource is consumable to fuel all factors of society from biologic to economics to
